Community input into the resource recovery facility project
EMRC is keen to work with the community to understand community values and bring those values into the planning process.
EMRC has established a Community Task Force (CTF) to guide the creation of the Community Partnership Agreement (CPA), which documents the community's requirements for how the facility will operate so that its impacts on community amenity are minimised. The CPA provides a checklist for monitoring performance of the facility, and it will be incorporated into the tender documents to ensure the community's views are addressed by the contractor. The CTF will also provide community input into review of the tender evaluation criteria.
The CTF works on behalf of and in consultation with the broader community within Perth's Eastern Region. CTF members have brought community input from their own local community links and used feedback from a community forum held in September 2010 to prepare the CPA.
The CTF comprises eight community members and two EMRC representatives, with an independent facilitator to guide discussion. One of the eight CTF members resigned in January 2011 (Mr Greg Jones) and a replacement community member was appointed in March 2011 (Mr Myles Harmer) after a nomination process. In April 2011 EMRC sought regional community comment on the draft CPA. The resulting feedback from community was considered and the CPA was adjusted where the CTF thought this was necessary.
The work of creating the CPA involved identification of values to be protected; outcomes the facility should deliver to protect those values; actions the operator should be asked or required to take in relation to the outcomes identified; and how the community would be kept informed about adherence to the CPA.

In parallel with development of the CPA, the CTF have also been involved in providing comment on the draft tender evaluation criteria provided by the project team. These criteria were included in the community forum programme held on 18 September 2010 which generated significant comment and the CTF have used this feedback as guidance in commenting on the draft criteria.
The CTF will recommend changes to the draft tender evaluation criteria for consideration by the project team in the tender development.
