EMRC’s Local Government Natural Resource Management (NRM) Policy Manual has been designed to be used by local government staff to assist in the assessment of development applications and in the guidance of day-to-day operations. It enables local government to better manage natural resources within their jurisdiction, and helps to maintain and enhance local and regional environmental quality.

Developing and implementing policy is a process of continuous improvement; there is never a moment when local government stop developing and reviewing policies. The Policy Development Guidelines have been developed to outline a process that can be used by local government to develop policies, using the format adopted for policies within the Local Government NRM Policy Manual.
