The EMRC is tackling the emerging issue of global warming associated with greenhouse gas emissions through an air quality improvement project, which is aimed at energy efficiency. The Cities for Climate Protection Program (CCP) has resulted in EMRC assisting the member Councils to implement their corporate greenhouse reduction action plans, and educate residents on practical ways they can reduce energy use in the home.

The CCP Program targets greenhouse gas reduction and energy efficiency, and represents local governments response to the Kyoto Protocol.

Coordinated by EMRC and the member Councils, the CCP is funded by the Australian Greenhouse Office and the International Council for Local Environmental Initiatives.

Success of the project is measured by our performance against key milestones:

  • Milestone 1 – Compiling an emissions inventory
  • Milestone 2 – Establishing an emissions reduction target
  • Milestone 3 – Developing a local action plan
  • Milestone 4 – Implementing policies and measures
  • Milestone 5 – Monitoring and reporting
  • CCP Plus- Greenhouse gas audit, re-evaluating local action plan and emissions reduction target

Since the Project commenced in early 2001, a regional approach has provided member Councils with the resources and expertise to progress through several of these key milestones.

Introduction to the CCP Plus Program

CCP Plus is a program for Councils that have completed Milestone 5. CCP Plus offers a framework that supports Councils that have moved beyond the Milestone framework to continue to strive towards their corporate and community emission reduction goals set at Milestone two. CCP Plus contains three sectors.

1. Organisational Review:  Provides a pathway to consider how CCP Plus and greenhouse gas actions is  administered within Council. The Organisational Review will help identify Council's progress towards best greenhouse practices.

2. Monitoring and Review: Review of Council's Corporate and Community Greenhouse Reduction Goals, based on evaluating the success of Council's abatement actions and progress through their Greenhouse Action Plan.

3. Advancing Action Area: This section provides support and a mechanism for Councils to progress difficult greenhouse gas abatement actions. Presently advancing action areas include Sustainable Transport and Green Purchasing. The EMRC is lobbying to include a Street lighting and Solar Panel action on behalf of Councils.
