The Eastern Metropolitan Regional Council's History

1983

In November, following the closure of a number of refuse disposal sites along the Swan River, EMRC was constituted by the Cities of Belmont and Bayswater, the Town of Bassendean and the Shires of Mundaring and Swan to provide waste disposal services for the region. Early administration of EMRC was undertaken by the City of Bayswater.

1987

Member Councils amended the constitution to allow EMRC to provide safety services to its member Councils

1992

A separate EMRC administration was established and a CEO was appointed.

1993

Member Councils amended the constitution to facilitate the provision of environmental services.

1994

EMRC enters into a partnership with Landfill Gas & Power to capture methane gas, a by-product of landfill, and use it for power generation.

EMRC completed a study on Future Directions in Waste Management and produces the first EMRC Strategic Plan.

EMRC's Risk Management Service is established to provide safety training and consulting to member Councils. (Please note this service ceased in July 2010).
 

1995

The five member Councils reached an agreement with the Shire of Kalamunda and they were subsequently admitted as a member.

1997

EMRC commenced the Swan/Mundaring Community Catchment Project, which has grown to become the Eastern Hills Catchment Management Project (EHCMP).

Consultation commenced on development of a Regional Tourism Strategy and EMRC was tasked with its implementation.

EMRC was granted approval to build a facility for Class IV Waste at Red Hill. Construction commences mid 1997, and the first consignment of Class IV Waste is received in May 1998.
 

1998

EMRC Constitution was replaced by an Establishment Agreement as provided for under the Local Government Act (1995). The Establishment Agreement enabled EMRC to undertake regional economic and community development activities on behalf of member Councils, following the amalgamation of EMRC and the Eastern Metropolitan Local Authorities Group (EMLAG).

EMRC commenced work on the Regional Environmental Strategy (RES), which represented the most comprehensive environmental study undertaken in the region. The value of the RES was acknowledged when it won the Western Australian Municipal Association (WAMA) Best Practice in Local Government Award in November 2000.

EMRC established an Ecologist Service to support the Shire of Mundaring in the development of a Bush Land Management Plan.

EMRC entered into an agreement to receive mobile garbage bin (MGB) waste from the City of Bayswater in order to trial the processing of, and value adding to, the material to create a compost/mulch.
 

1999

At the request of the Minister for the Environment, EMRC facilitated and administered the Swan Valley Air Quality Committee that was established to consider possible health issues associated with industry in the Swan Valley.

2000

EMRC commenced the Natural Resource Management (NRM) Policy Development Project in conjunction with the Swan River Trust. 

2003

EMRC celebrated its 20th anniversary.

2004

On 12 March, EMRC unveiled its new organisational logo.

2007

On 31 July 2007, EMRC unveiled a Regional Identity.

It is hoped the new identity will foster an even greater sense of unity amongst the member councils and grow our combined strength for the good of those that live or work in the region, or simply like to visit.
 

2008

On 11 March 2008, EMRC's Hazelmere Timber Recycling Centre was officially opened. 

In October 2008, EMRC took over the operation of two Mundaring transfer stations, being Mundaring and Chidlow and one of the Kalamunda transfer stations, being Walliston.

2009

Mr Peter Schneider appointed Chief Executive Officer.

EMRC receives accreditation for composting operations (AS 4454).

Community engagement on the Resource Recovery Project continued and a five year engagement plan was developed and endorsed by Council.

Perth Solar City Project was officially launched to supply Perth's Eastern Region with renewable solar technologies and community education programmes to enable residents to live more sustainable lifestyles.

2010

Permanent Mattress Recycling Programme established at Hazelmere.

Commuity Engagement on the Resource Recovery Project continued (community forum, meetings of the Waste Management Community Reference Group and Red Hill Community Liaison Group, formation of a Community Task Force).

Regional Tourism Strategy 2010-2015 was developed to guide tourism actiities, insuring that they are relevant to the needs of industry and compliment member Councils.

Regional Integrated Transport Action Plan 2010-2013 reveiwed with member Councils and government stakeholders to take stock of achievements with the Strategy's development in 2001, and align it with state government policy directions to reflect current member Council transport priorities.

On 22 July 2010, Council resolved that the Risk Management Service would no longer be provided to external clients and member Councils, effective as of 1 August 2010.
