A new study, commissioned by the Eastern Metropolitan Regional Council (EMRC) into collection and recycling of fluorescent lights, has revealed important information for governments and businesses considering fluorescent globe collections. This is timely with the Australian government introducing a ban on the sale and import of incandescent (standard) lamps from November 2009.
EMRC and its member Councils*- have been collecting fluorescent lights in monitored locations since March 2008. In 2009, EMRC received funding from the West Australian landfill levy fund and the Office of Energy for a study and trial to extend the collection and recycling of compact fluorescent lamps to more publicly accessible areas in Perth's Eastern Region.
The recently completed study will assist governments and businesses in collecting and recycling globes safely, and includes health and safety issues; recommendations for collection methods; financial implications; and communication and awareness-raising considerations.
The study has found that large quantities of compact fluorescent lamps will enter the waste stream when the ban on standard (incandescent) light bulbs is fully implemented. In Perth's Eastern Region, this could equate to around 10 tonnes in 2010/2011.
While fluorescent lights have the advantage of lasting longer and requiring less electricity, many of them contain small amounts of mercury which has the potential to be absorbed into the environment. With new recycling technology, mercury-bearing lights will be able to be recycled safely.
EMRC Chairman, Cr Graham Pittaway OAM, said "This study provides EMRC with useful findings on optimum safety and health requirements and effective communication strategies for future fluorescent light collections and recycling in Perth's Eastern Region."
