Contaminated Waste

EMRC’s Red Hill Waste Management Facility is licensed by the Department of Environment to accept a range of wastes including Class I, II, III and IV contaminated wastes. This includes contaminated soils and waste from industrial processes that has been concrete encapsulated.
Waste Classification and Acceptance
Prior to disposing of contaminated waste at Red Hill, it must be analysed to determine what contaminants the waste contains, in regard to the total concentration of the contaminants (measured in mg/kg) and their leachability. This analysis must be performed by a NATA (National Association Testing Authority) approved laboratory. Details of approved laboratories can be found at www.nata.com.au or by calling NATA on (08) 9451 0883. Following analysis, the contaminated waste can be correctly classified in accordance with the Department of Environment and Conservation’s contaminant threshold criteria for each class of waste, and a suitable disposal plan developed.
Disposal Approval
If you wish to dispose of contaminated waste at Red Hill the first thing you need to do is contact EMRC’s Environmental Services on (08) 9424 2222. You will need to submit an application form for assessment by EMRC. Information to be provided includes:
- A full description of the waste;
- Estimated quantity;
- Physical characteristics;
- Origin;
- Sampling procedure; and
- A copy of your NATA approved laboratory analysis
Once issued, EMRC Environmental Services approvals are valid for one month and must be handed to the Weighbridge Attendant on arrival at Red Hill. Contaminated waste transported to Red Hill without waste acceptance approval or controlled waste transport documentation can not be accepted.
Notification of Disposal
Upon receiving a waste acceptance approval you are requested to contact Red Hill’s Administration Office to provide details of the delivery date, quantity and class of waste being disposed.
Controlled Waste
If the waste is classified as a Controlled Waste (all Class IV wastes), transportation of the waste to site must be conducted by a controlled waste carrier that is licensed by the Department of Environment to transport controlled waste on a public road. A controlled waste tracking form must be presented to the weighbridge staff upon arrival at site.
Transportation
The Red Hill Facility has a computerised 100 tonne dual weighbridge system that can accommodate vehicles of a maximum length of 30 metres. Waste transported to the Facility in 205 litre drums and bulka bags should be strapped to non-returnable pallets, with no more than four drums or one bulka bag per pallet, so that they can be unloaded easily.
Inclement Weather
Please note that the Class IV cell may not be operational during winter.
Penalties
The transport and inappropriate disposal of contaminated waste may render the transporter liable to a Department of Environment fine. Legislation currently being proposed will place liability on all parties involved in the site remediation process and penalties will range from $50 000 to $250 000 per offence plus daily penalties of $10 000 to $100 000.
