Integrated Transport

The EMRC works to facilitate integrated transport planning initiatives to provide an efficient, safe and integrated regional transport network and delivers a number of initiatives to support this goal. The provision of an efficient and safe transport network in Perth's Eastern Region is a critical issue for both local and state government, particularly with the predicted population and transport growth for Perth in the future. In 2017/2018, the EMRC delivered a number of key initiatives in the areas of road safety, public transport and active transport.

The Regional Integrated Transport Strategy was developed by the EMRC in 2017 for the period 2017-2021. The strategy has 6 priority areas such as safety and efficiency. The Regional Integrated Transport Strategy has been the guiding document to undertake transport initiatives in the region. The Regional Integrated Transport Research Advisory Paper was developed through extensive desktop research, regional profiling and consultation with member councils, the Regional Integrated Transport Strategy Implementation Advisory Group and other key stakeholders.

Safety is the most important priority area for the EMRC and we are developing a Regional Road Safety Plan. The EMRC contracted a consultant to undertake research and consultation including the region's blackspot areas safety needs and possible focus areas best served by a regional approach. These key focus areas align with those set out in the Federal and State Governments' road safety strategies.

In addition to the safety, efficiency was another area that the EMRC focuses on and hence the Regional Congestion Management Action Plan was developed. In order to move goods and people efficiently within the region the EMRC developed Regional Congestion Management Action Plan. The purpose of this document was to target problem areas in the region and to tackle them with either through Congestion Management, Freight Management or Behaviour Change initiatives. The plan was developed with consultation with the member Councils along with the major Road and Freight groups in WA. The plan was approved by the Implementation Advisory Group in the December meeting.

The EMRC has initiated an advocacy campaign aimed at bringing the Travel Behaviour Change Program ‘Your Move’, a collaboration between the Department of Sport and Recreation, the Department of Transport and the EMRC, into the region. The EMRC has been successful in securing letters of support for the Forrestfield Airport Link – Travel Behaviour Change Program.

The EMRC has launched the Share the Space campaign, aimed at encouraging predictable and courteous behaviours and discouraging distractions while walking, cycling and driving on our roads, shared paths, trails and footpaths. The campaign included promoting the webpage (available here), radio advertising and ‘bus back’ advertising. The feature of the campaign is a series of videos showing Stevie, a character representing a typical community member who most of the time does the right thing. Sometimes however, Stevie needs a little help sharing the space. Watch the videos on sharethespace.com.au.

The EMRC has successfully advocated for major infrastructure projects through a proposal to the State and Federal Government. Eight of the infrastructure projects that appeared in the Connect Perth’s East City Deal proposal have successfully secured state and federal government funding.
