The Eastern Metropolitan Regional Council (EMRC) is pleased to announce the appointment of Mr Hua Jer Liew as its new Chief Executive Officer.
“Jer brings a wealth of experience, having served as Acting Chief Executive Officer since September last year, where he has demonstrated strong, capable leadership as well as ensured stability and continuity during a period of transition,” said EMRC Chairperson, Cr Filomena Piffaretti and expressed Council’s confidence in Mr. Liew’s leadership, governance acumen, and operational expertise, which are considered vital for steering the organisation. “His longstanding commitment to the organisation is reflected in his tenure as Chief Financial Officer and Director Corporate Services since 2010, where he has played a pivotal role in strengthening the EMRC’s financial position and corporate operations.”
Council’s decision to appoint Mr Liew acknowledges not only his significant contribution over many years but also his clear vision for the future. His deep organisational knowledge, combined with his strategic leadership capabilities, positions him well to guide the EMRC into its next chapter.
In accepting the role, Mr Liew said, “I am honoured to be appointed Chief Executive Officer of EMRC and thank Council for its confidence. The EMRC provides essential waste and resource recovery services, and my focus will be on maintaining safe, reliable and compliant operations, supported by strong environmental, financial and governance discipline. I look forward to working closely with Council, our member Councils, our dedicated staff and stakeholders to build shared priorities, strengthen performance and deliver positive outcomes for the communities we serve. As the sector evolves, EMRC will continue to progress practical and sustainable resource recovery outcomes in a disciplined and measured way, protecting service reliability while building a credible and affordable pathway forward.”
The EMRC looks forward to working closely with Mr Liew in his new capacity, as he continues to lead the organisation in delivering effective waste management solutions and driving forward-thinking initiatives across the region.
Professional Background
Mr Liew is an experienced executive with over two decades of leadership across local government, ASX-listed organisations, and strategic consulting.
He has served in senior roles including Acting Chief Executive Officer and Chief Financial Officer / Director Corporate Services at the EMRC, where he has been responsible for the organisation’s finance, governance, risk, IT, procurement and corporate services functions.
During his time at EMRC, Mr Liew has delivered significant improvements in financial performance and organisational capability, including strengthening reporting frameworks, enhancing risk management systems, and with the EMRC achieving recognition for two consecutive years from the Office of the Auditor General for Top 20 best practice entities.
As Acting CEO over the past nine months, he led the organisation through a period of improved operational and financial performance, delivering substantial improvements in financial result while improving staff morale and operational efficiency.
Prior to EMRC, Mr Liew held senior executive roles with Repcol Limited and has experience in financial analysis and corporate strategy with ASX-listed organisations and consulting firms.
He possesses a Bachelor of Commerce as well as a Master of Business Administration degrees and is a Certified Practising Accountant (CPA).
