The Eastern Metropolitan Regional Council (EMRC) is pleased to announce the appointment of Stephen Conway as Chief Operating Officer.
Stephen has been serving as Acting Chief Operating Officer since September 2025, overseeing operational services, resource recovery facilities, major infrastructure projects and strategic initiatives. During this time, he has helped drive operational efficiencies, advance business development opportunities and contribute to a successful 2025/26 financial year.
Before stepping into the acting role, Stephen was EMRC's Manager Engineering, a position he held since October 2017. In that role, he played an integral part in the development, delivery and continuous improvement of the organisation's facilities and services.
Bringing more than 20 years of experience across waste management, engineering, infrastructure delivery, operational leadership and local government, Stephen has a strong understanding of the organisation's strategic direction, service delivery requirements and member council priorities.
His appointment ensures leadership continuity and reinforces the EMRC's commitment to providing safe, sustainable and financially responsible waste management and resource recovery services for member councils, businesses and communities
