Shire of Mundaring and the EMRC Progress Transition of Community Recycling Centres Management

The Shire of Mundaring and the Eastern Metropolitan Regional Council (EMRC) are progressing a planned and cooperative transition of management for the Coppin Road and Mathieson Road Community Recycling Centres. This follows the Shire’s resolution at its Ordinary Council Meeting to conclude the current management agreements, with the formal handover to the Shire scheduled for Wednesday, 26 August 2026.

The EMRC has managed the Shire’s Waste Transfer Stations for over 17 years and is proud to be handing back a high‑quality, well‑run operation that will continue as the Shire resumes management. The transition is being undertaken in close collaboration between the Shire and the EMRC, with both organisations working constructively to ensure continuity and stability for the community. There will be no disruption, and it will be business as usual for residents, customers and/or services during this transition.

This approach allows services to remain locally delivered while maintaining the proven experience, knowledge and systems already in place. Waste services, including transfer station operations, will continue to operate as normal with the same strong focus on safety, reliability and customer service. For employees transitioning from the EMRC to the Shire, the priority has been a coordinated and well‑supported transition with roles, processes and day‑to‑day operations continuing without interruption.

Shire of Mundaring Chief Executive Officer, Jason Whiteaker expressed his gratitude to EMRC, saying “This transition reflects Council’s decision to bring the management of our Community Recycling Centres back under the direct oversight of Shire of Mundaring,” Mr Whiteaker said.

“We thank the EMRC for its professionalism and cooperation throughout this process. By working closely together, we will ensure a smooth and well-planned handover that delivers consistency for our community.”

EMRC Chief Executive Officer, Hua Jer Liew, said “The EMRC values its longstanding relationship with the Shire of Mundaring and is proud of the services delivered to the community over many years. We have worked closely with the Shire to deliver a structured transition that maintains consistency across all operations. Our shared focus has remained on ensuring continuity and maintaining the high standard of service the community expects throughout the transition and beyond. In doing so, the EMRC is passing the baton back to the Shire to continue its contribution to the community”
